Two days before Christmas, the Republican administration’s emergency request to overturn a ruling blocking troop deployment in the Chicago area was upheld when the Supreme Court justices declined to overturn a ruling by the United States District Court for the Northern District of Illinois. The court ruled that the administration had not shown legal authority to deploy military forces in Illinois.
